The move highlights a growing national security concern: the same mobile advertising systems used to serve personalized ads can also create a detailed trail of where people live, work, train, and travel. For military personnel, that trail can expose sensitive routines, base activity, and overseas movements.

Modern smartphones often include advertising identifiers, sometimes called mobile ad IDs, that help apps and advertisers recognize a device across different services. These IDs are not supposed to reveal a person’s name directly, but when paired with location data, app activity, and other commercial data sets, they can become highly revealing.
