Flock is not the only company in the license plate reader market, but it has become the name most associated with the current backlash because of its visibility and scale. Supporters argue that ALPR cameras help solve crimes and locate vehicles quickly. Opponents argue that public safety should not require mass location tracking.
The next phase will likely be fought city by city. Expect more contract reviews, stricter data-sharing rules, shorter retention windows, and demands for public reporting.
